Cost Control Service

Create project specific cost control strategies by accurately defining the scope of work via the following techniques:

n Prepare detailed quantity surveys of the entire project on a trade-by-trade basis, organized into CSI or Uniformat System coding.

n Prepare project pricing based on current market and geographic information, and the estimation of labor production rates applicable to the specific job conditions.

n Review the plans and specifications and advise of any conflicts and discrepancies noted.

n Assist in value engineering exercises with the intent of establishing cost control systems that will be implemented throughout the construction process.

n Encourage dialogue between product manufacturers, preferred specialty contractors and the design team, to be advised of state-of-the-art developments that can influence construction cost and duration relative to alternate design solutions.

n Assist in project planning and preliminary construction scheduling.

Pre-Construction Phase Consulting

Review with the Owner/Client their needs, goals and requirements. Based on this review, assist the Owner/Client in the following areas:

n Initial project and management planning by establishing a project organization chart, then identifying and defining the roles of each individual.

n Architect/engineer and consultant selections by developing specific selection criteria and packaging it into a Request For Proposal (RFP) which must be completed by interested companies. Evaluation of the RFP's will be done along with interviews of potential companies. Finally, our recommendation on the selection.

n Prepare project schedules with emphasis on coordinating the completion of the design, and Construction Documents.

n Review and monitor via regularly scheduled project team meetings the architects/engineers and consultants progress. The agenda for these meetings will concentrate on the review of scheduled progress, pertinent design issues, open items, and project status.

n Prepare construction cost budgets and develop cost control systems through the evaluation and estimation of construction costs before the start of work. If required, recommendations will be given on how to maintain the established budgets.

n Assist in the selection of a general contractor, construction manager and/or prime trade contractors whose experience would be appropriate for the project. Interview those considered most qualified and check references.

Construction Phase Consulting

Monitor the contract-related work of the contractor/s and subcontractor/s as it relates to the Construction Documents and the Owner/Client's requirements, including the following:

n Monitor contractor's paperwork including subcontracts, insurance certificates, bonds, etc.

n Review the construction schedule and site logistics plan submitted by the contractors to assure compliance with the project requirements and coordination with ongoing operations.

n Review shop drawing procedures and monitor prompt submission by all contractors and subsequent approval by the architect, engineers and Owner.

n Monitor the construction process and cost control systems previously established, and assist with recommendations for maintaining and improving construction progress if required.

n Assist in monitoring all contractor/s' compliance and performance related to MBE/WBE participation and equal employment opportunity requirements that may be required by law, or by its lenders, or by the Owner's in-house program.

n Review all contractor's payment requests and advise the Owner accordingly.

n Chair Owner-related construction meetings and input information into construction work.

Post Construction Phase Consulting

Coordinate critical items and issues prior to occupancy, typical of the final stages of a project. Program Analysis Corp will assist the Owner with the following major items:

n Punch list coordination and inspections including status reporting and analysis.

n Review as-built drawings and close out documentation procedures.

n Establish a training schedule for the Owner's building engineers/operators with the installing contractors and equipment manufacturers for the major building components, such as the HVAC, electrical/life safety and fire alarm systems.

n Monitor the contractor's efforts to obtain final occupancy of the project from the local governing bodies and assist, if required, in the Owner's behalf.

n Assist the Owner in the final cost negotiations with the architect, consultants and contractors.

Services can be as comprehensive as complete program management or as specific as cost estimating/quantity surveying of individual construction trades.
