Program Analysis Corp exists because the construction industry has a support gap. There is no shortage of consultants competing for project management contracts or general contracting work. But the firms, owners, and professionals doing that work often lack access to specialized analytical support — the kind that helps them estimate more accurately, manage systems more effectively, and build more intelligently.

PAC was founded to fill that gap. Our principal has spent over 35 years on the inside of construction — as an estimator, project manager, preconstruction director, and owner's representative — working across every project type and delivery method.

We are not a competing force in the market. We are a support resource — available to general contractors, specialty contractors, owners, developers, consultants, and software companies who need deep construction expertise without adding to their headcount or overhead.

PAC does not pursue general contracting, construction management, or project delivery contracts. We exist to support the professionals and organizations doing that work — providing the analytical and systems expertise that makes them more effective.

Cost overruns, schedule failures, and estimating errors are symptoms. The underlying cause is almost always a systems problem. We work at the systems level, building the infrastructure that prevents problems rather than reacting to them after they occur.

David V. Jackson

Founder & Principal

B.S., Construction Administration — University of Wisconsin–Madison

David Jackson has spent over 35 years working at every level of the construction industry — from cost estimator to Vice President of Construction — across general contractors, construction managers, program managers, and consulting firms in the Chicago market and beyond.

His career began in 1986 as a construction cost estimator, where he developed foundational expertise in quantity surveying and preconstruction services across more than 100 projects for architects, contractors, and government agencies. That hands-on estimating background became the analytical core of everything that followed.

Over the next three decades, David held senior and executive positions at firms including Schal Associates (Schal Bovis), Capital Control Systems, The Rise Group (Arcadis), Kenny Construction, Evans Construction Services, Safeway Construction, and Evergreen Construction Company — working across hotel, institutional, residential, cultural, municipal, and mixed-use project types.

David also taught Construction Cost Estimating as an Adjunct Professor at the College of DuPage, reflecting his commitment to building knowledge and capability across the industry.
